Measurement Over the years, EMPCo has emerged as one of the industry leaders in custody transfer measurement. It is the policy of EMPCo to provide transportation service to its shippers that is efficient, fair, and impartial. Measurement of oil and other commodities as they are received into or delivered from EMPCo's system is a critical operation in carrying out this policy. Policies are based on the practices and standards from the American Petroleum Institute's (API) Manual of Petroleum Measurement Standards. To insure compliance to these standards, EMPCo personnel actively participate in API Measurement committees and are involved in the development of new measurement standards that incorporate the latest technology. Integrity Management ExxonMobil Pipeline Company is committed to conducting business in a manner that is compatible with the environmental and economic needs of all communities in which the company operates and in a manner that protects the safety and health of employees, customers, and the public. Commitment to safety, health, and environmental performance is a long-standing core value of the company. With this foundation, ExxonMobil Pipeline Company has adopted a comprehensive Integrity Management Program (IMP), developed for compliance with federal and state regulations requiring programs for high consequence areas (HCA). To support the program, EMPCo has a dedicated staff of personnel to insure execution of the IMP policies. The IMP utilizes state-of-the-art inspection methods to assess the integrity of EMPCo systems. Most inspections are performed with in-line inspection tools known as "smart pigs". These tools are capable of detecting conditions in the pipelines that could affect safe operations. Use of this technology allows EMPCo to proactively address possible integrity concerns in its systems before safety and environmental performance is compromised.
