Procurement of services and materials for the ExxonMobil Pipeline Company is guided by a system of continuously improving processes and procedures, which focus on safe operations and an optimal price delivering the best overall value to the Company and its shareholders. PROCUREMENT PROCESS - ExxonMobil Pipeline Company (EMPCo) maintains a Preferred Contractor's List (PCL).
- EMPCo Operations and Engineering submits a request for a prospective contractor/vendor to be screened for addition to the PCL. An EMPCo Safety Coordinator determines the work risk category.
- Screening process includes Drug & Alcohol compliance and a Health & Safety Evaluation for Medium - High risk work.
- Low risk work does not require Drug & Alcohol screening and a Health & Safety Evaluation.
- Audits are performed to confirm compliance.
- National Compliance Management Service provides Drug & Alcohol monitoring and Health & Safety Evaluations for EMPCo preferred contractors considered Medium-High risk.
- Security Background Checks are required if EMPCo determines the contractor performs security sensitive activities. They are performed in accordance with ExxonMobil requirements & conducted by firms approved or accepted by ExxonMobil.
- A Continuing Service Agreement with EMPCo may be established by the request of an EMPCo employee if the spend volume with the contractor is substantial and a long term need is likely. A Service Order Agreement will be created directly by Operations or Engineering for low spend needs. Other types of contracts are used in special situations.
